Circular economy set to become Chinese law

China's Circular Economy Promotion Bill is expected to pass into law this week and to come into force officially next year. It will provide a legal framework for economic development, environmental protection, maxinising energy efficiency and the realisation of sustainable development.
The law will impact plastics and plastics packaging manufacturers by laying down rules that govern the lifecycle of a product from its manufacture to end use, and by providing a legally enforcable structure to promote reduction, reuse and recycling. It requires all levels of government to make plans to develop the 'circular economy' by establishing energy and emission control systems, by stricter controls on businesses with high energy and water usage, and by making policies that will divert capital into environmentally friendly industries. In addition, it introduces financial rewards and penalties that will make businesses responsible for the recycling of their products.
